[QUALIFYING REQUIREMENTS]
This badge may be awarded to a cadet of at least secondary 2 level and who has passed the
following tests: -
1. Stage 1: Written Test
i. Written test based on lectures, films, slide shows and workshop sessions of a
two-day course.
2. Stage 2: Practical Assignments
i. Draw a poster based on the theme of Drug Abuse Prevention.
ii. Compile a logbook based on the theme of Drug Abuse / Anti-Inhalant.
iii. Perform the role of a Transfer Agent. The transfer agent’s report should be
incorporated into the logbook.
CampCraft

[ELIGIBILITY]
[QUALIFYING REQUIREMENTS]
This badge may be awarded to a cadet of any level who has passed the following tests
conducted twice a year at unit level:
1. Be able to tie the following knots: -
i. Reef Knot
ii. Sheet Bend
iii. Clove Hitch
iv. Sheetbend
v. Round Turn and Two Half Hitches
vi. Figure of Eight
vii. Sheep Shank
viii. Bowline
2. Know all the parts of a four-man tent
3. Know the different parts of the Silva compass
4. Know the signs, symbols, scale, colours and grid reference of a topography map
5. Light up a hurricane lamp and pressure lamp safely
6. Be able to: -
i. Light a small fire using only sticks and dry leaves as fuel with only 2 match
sticks
ii. Boil a small tin of water
iii. Treat cuts, scratches, burns or scalds and dress a minor wound
iv. Treat someone suffering from shock
Crime Prevention

[QUALIFYING REQUIREMENTS]
This badge may be awarded to a cadet of at least secondary 2 level and who has passed the following: -
1. Written Test
i. Principles of Crime Prevention and how cadets can help to prevent crime.
ii. Preventive measures against different categories of crime.
iii. Neighbourhood Watch Scheme.
iv. Police Organisational set-up and functions.
v. The roles and functions of the National Crime Prevention Council.
vi. Geographical boundaries of Police Land Divisions and locations of Police Stations and Neighbourhood
Police Posts (NPPs).
vii. How and when to report crimes/suspicious persons and giving information to Police.
2. Observation test included in the written test paper. (Crime risks/suspicious persons)
3. Personal Assignments
i. Participate actively in the Neighbourhood Watch Scheme and persuade their parents to form and/or
join the Neighbourhood Watch Groups.
ii. Bring handouts of Crime Prevention leaflets/checklist to the notice of parents.
iii. Persuade their parents to implement preventive measures, as and when necessary, to protect their
homes and property.
iv. Regularly practise Crime Prevention measures at home, school and on the street.
v. Maintain a logbook of Crime Prevention articles published in the news media and/or photographs,
extracts of any literature etc on Crime Prevention.
vi. Visit the police permanent Crime Prevention (Demonstration) Room at the Crime Prevention
Department or at Ang Mo Kio Police Station, Bedok Police Station, Clementi Police Station and
Geylang Police Station.
vii. Propagate the Crime Prevention message by discussing the leaflets/checklists on Crime Prevention
with their parents and at least two of their neighbours and to persuade them to implement the
measures recommended.
viii. Conduct a Crime-Risk Survey of the school premises and put a report with recommendations.
Swimming

[QUALIFYING REQUIREMENTS]
This badge may be awarded to a cadet of any level who has passed the National
Survival Swimming Test (Bronze medal) conducted by the Singapore Sports Council.
Life Saving

[ELIGIBILITY]
-Sec 3 and above
[QUALIFYING REQUIREMENTS]
This badge may be awarded to any cadet above the age of 14 who has successfully completed
the Life-Saving Course conducted by NPCC HQ and passed the Life-Saving Tests (Bronze medal)
conducted by the Royal Life Saving Society of Singapore.
Alternatively, the cadet can be awarded the badge if he has attended similar Life-Saving
Courses on his own, successfully obtaining the Lifesaving 1, 2 3 and CPR 1, 2 certificates from
the Royal Life Saving Society of Singapore.
Marksman

[ELIGIBILITY]
-Sec 3 only
[QUALIFYING REQUIREMENTS]
This badge may be awarded to a secondary 3 cadet who has had a minimum of 2 dry practices in the
handling of a revolver. He must have attained the required standard of the Annual Revolver
Classification Shoot, scoring at least 65 points out of a possible 90.

National Heritage

CampCraft

[QUALIFYING REQUIREMENTS]
This badge may be awarded to a cadet of at least Secondary 3 level and who has passed the
following: -
1. Stage 1
i. Written test on knowledge of the role of the National Heritage Board and the
distinct functions its various facilities perform.
2. Stage 2
i. Completed any one of the following projects listed by the National Heritage Board
within a period of 3 months: -
Designing a Heritage Trail
Volunteering at the Children’s Discovery Gallery
Undertaking a Simple Research Project
Designing an Information Booklet on Monuments in Singapore
Creating a Multi-Media Programme or CD-Rom on Heritage Matters
Any other projects approved by the National Heritage Board
ii. Sustained the following qualities during the entire process of the project
undertaken. The OC Unit and 2 other officers will form the panel in deciding: -

SPF-NPCC PROFICIENCY BADGE

-OsC Units to submit nominations to NPCC HQ by 31st March
[QUALIFYING REQUIREMENTS]
The OsC Units, in consultation with the other officers in their units, will nominate
any number of Secondary 4/5 cadets for the award.
In making the selection, OsC Units should ensure that their nominee/s meet the
following requirements: -
1. Hold the minimum rank of Staff Sergeant
2. Holders of: -
i. At least 4 of the following Proficiency Badges: Police Knowledge
Badge, Neighbourhood Watch Badge, Crime Prevention Badge, Civil
Defence Badge, Drill Badge (at least 3rd class)
ii. National Survival Swimming Awards (at least Bronze) given by the
Singapore Sports Council OR Life-Saving (Bronze Medal) conducted by
the Royal Life Saving Society of Singapore
3. Pass the Physical Fitness (NAPFA) Test conducted in school in the preceding
year
4. Contribute towards the progress and development of the school unit based
on the following factors: -
i. Attendance at the following activities: - Sec 1: School Camp and two
revolver dry practices; Sec 2: Revolver Life Shoot; Sec 3: Pulau Ubin
Adventure Training Camp;

Neighbourhood Watch Gold

[ELIGIBILITY]

[QUALIFYING REQUIREMENTS]
1. Cadets must have obtained the Silver badge.
2. Cadets will conduct a Crime Risk Survey of their school grounds using the checklist
provided by HQ. This survey is to be done twice a year with the permission of the
school principal.
3. Cadets will work as a team to organise a Crime Prevention talk by a regular police
officer, preferably the OC or AOC of the NPP. If the talk is to be conducted on a school
basis, then permission from the school principal must be sought before it is conducted.
In conjunction with this talk, a mini Crime Prevention Exhibition of artwork or poster
done by the cadets themselves will also be organised.

Neighbourhood Watch Silver

[ELIGIBILITY]
-Sec 2 and above
[QUALIFYING REQUIREMENTS]
1. Cadets must have obtained the Bronze badge.
2. Cadets must pass a written test on the knowledge of NWG, Crime Prevention
Council in Commercial Complexes or Industrial Parks.
3. As a group assignment, cadets will organise an “Engraving Exercise” in school on
one of their training sessions. The engraving machine will be borrowed from the
NPP and the cadets who have learnt the skill of engraving while there are there in
secondary 2 will put this skill to good use. Schoolmates are to be encouraged to
bring their personal items for engraving.

Neighbourhood Watch Bronze

[ELIGIBILITY]
-Sec 2 and above
[QUALIFYING REQUIREMENTS]
1. Cadets must pass a written test on the knowledge of Crime Prevention and the
Neighbourhood Watch Scheme.
2. Cadets are to assist NPPs in the school’s neighbourhood to distribute Crime
Prevention leaflets or letters to the residents and members of the
Neighbourhood Watch Groups. OC Unit is to liase with the NPPs in this matter.
However OC should only allow their cadets to do this not more than twice a
year for a duration of not more than two hours each time.
3. Cadets will bring another schoolmate (non-NPCC member) and one personal
item each to be engraved at the NPP. These cadets will also learn the skill of
engraving from the NPPOs while they are there.
